Immigration, Refugees and Citizenship Canada stated that more Hong Kong residents had applied to study in Canada this year. It would speed up the processing of study permit applications from Hong Kong students and provide them with a dedicated pathway to permanent residence.
Faster family reunification processing · Application fee waivers for extending stays
The authorities will also speed up permanent residence applications from Hong Kong residents, including applications for spouses, partners and children to reunite in Canada, to encourage Hong Kong residents to study or work there. Hong Kong residents currently in Canada who apply for temporary residence to extend their stay will temporarily be exempt from application fees.

3-year work permit · New pathway to permanent residence · Application period: February 2021–February 2023 (2 years)
To attract highly educated Hong Kong residents to work locally, Canada introduced a new work permit. Hong Kong residents who graduated from a post-secondary institution within the past 5 years can apply for a 3-year work permit and gain access to an easier transition to permanent residence. The authorities plan to introduce a dedicated permanent residence pathway for them next year, with proposed requirements of 1 year of Canadian work experience and satisfaction of education and language requirements.
Canada — Stream A Study Permit Application Requirements:
2. Applicants over 30 are generally advised to apply for an eTA for tourism, enter Canada and then switch to a Canadian study permit
3. For a typical 2-year Canadian programme, Hong Kong students must have completed Secondary 6 and obtained the relevant English qualification

- 1. Hong Kong passport holders
- 2. Hold a qualification from a 2-year post-secondary programme or higher obtained within the past 5 years
- 3. IELTS score of 5 or above
